HOW ARE THESE TWO GRAPHS RELATED?

Note that all this data comes directly from the Federal Government, so let’s assume for the sake of argument against the government, (We are anarchists here, aren’t we? (Use Chomsky’s definition…)) that the numbers are correct…what is the relationship, if any, between these two curves?
